說實話，從上週的文章可以發現，無論付費與否，
跟整體的整潔、新舊程度，老實說沒有過多的關聯性，
To tell the truth, from the post last week, we could find that there is not that much combinations between the pay and the cleanable for a toilet?
那我們何必付費？
So… why should we pay for a toilet?
很多人會歸咎於文化差異，
包括自己上網看的很多文章，都會把上廁所付費的這類事件，
連結到歐洲人很強調「使用者付費」原則的方向。
Lots of people summarize it to the culture differences in Taiwan ( or in Asia)
According to some posts online,
They all combine the pay to the “user charge”,
And they said the same words, “Europeans all attach importance to user charges!”
這個論點沒錯，尤其像西歐的情況，
基本上想要以單一論點涵蓋全體的話，也只有使用者付費可以一體適用，
但總還是覺得這樣的單一論點去做論斷有些無法說服自己，
於是經過一些梳理後，
我還是想把公廁的議題往公營私營的層面去探討。
Maybe the point is right,
But to myself, I’m not be persuaded easily to the point.
From my view,
I think the first is not the user charge,
but we need to know the toilet runs by the government or private!
以下的情況是以台灣及羅馬尼亞兩國情況作為一比較基礎：
嚴格來說，為什麼我們台灣民眾會認為公廁免費是稀鬆平常，
但到了歐洲國家，公廁卻幾乎是間間要付費？
In Taiwan, we think it’s normal for the free toilets,
But in Europe, the toilets need to pay!
其實最先要思考的問題，就是所謂的「公營」廁所或是「私營」廁所。
Actually from my view, the main point is not the user charge,
But the toilet runs by the government or not!
對，你沒看錯，連廁所都跟企業一樣分公、私營！
Yes, the toilets are like enterprises!
在台灣，我們所看到的無論在公園、路邊，
所謂流動式的罐頭公廁，都是由政府投放的，
而環保局會派遣人員負責清掃，
這樣的花費由全體納稅人的稅金負擔，
也因此得以不收取費用而逕行使用，
但私營廁所在這裡可說是幾乎沒有
In Taiwan, the toilet we see in the parks or tourist spots,
All provide by our government, and they will ask janitors to clean
What they spend is the taxes
And that’s why we can use without pays
And there is none of people runs a private toilet
而在歐洲，
事實上大多數都是屬於私營廁所，
也就是並非政府投放，而由私人或一個組織單位去經營，
類似於把廁所當成一個私人企業的方式去經營對待，
那麼既然是以私人企業的模式去運作，並非由人民稅金做支出，
想當然爾，就必定會衍生出今天這樣的付費公廁的議題，
But in Europe,
Most of toilets are not provided by government but by private organizations
The concept is more like they run a business not just a toilet.
So that of course they would like to ask customers to pay but for free
Because their costs are not covered by taxes!
And from the concept we could start to talk the issue~~
可能有人會想說，
既然這樣一個公共廁所是視作一種公共財或準公共財看待，
那麼就不應該對使用者收費了啊！
但這樣
是忽略了外國有所謂私營廁所的現象，而將所有公廁一視同仁，
畢竟既然做為私營廁所，那麼對於業者而言，恐怕他們的認定上，提供的應該是私有財吧，
Someone may still confuse that the toilets are more like public goods
Why they ask for the pay?!
But what my thought is that
If the toilets run by private organization, whether they still the public goods!?
而這樣一個私營廁所，
在沒有政府財政支撐的狀況底下，
成本依舊是存在的，
清潔費用、場地費用、水電費等，甚至相對於公共廁所，還需要增加管理的人力費用，
如果不向消費者收費，那他們又為何要做賠本生意？
別忘了，他們是商人，不是慈善家
Don’t forget that the cost still there no matter it is provided by government or private organizations.
The expenditures for cleaning fees, utility fees, and maybe the management fees
If they are run by private organizations, not spent our taxes,
Why they would like to run it without user charges!?
They are businessmen, not philanthropists.
就像在上週文章的結尾我寫下的，
「一分付出，總也享有一分收獲，
羊毛出自羊身上，這世界從沒有永遠都是免費的事物，
你既然有需要，我也需要付出清掃跟管理的費用，
那麼這樣一個收費制度的產生，也並不會不合理吧」
Just like what I ever wrote in the post last week,
“without a sheep, there is no wool.
They are not volunteers to keep toilets clean”
Just like in Chinese, we have a old saying that goes, “if you spend a cent of your work, you get a cent of gains.” (No pain no gain)
There is nothing free to get in the world,
Your needs will bring others’ costs
I think it’s available for them to ask customers to pay if they are not run by taxes.
